The position is located in the Database Linguistic Support Section of the Global Database Division, Global Infrastructure Sector. The Section is responsible for providing support in natural language processing and more specifically in machine translation (MT) to other database sections and to other WIPO divisions. The Section has developed its own software WIPO Translate for providing data driven machine translation (using machine learning techniques) to WIPO and to other international organizations and wishes to explore the applicability of Machine Learning to other activities.
The position is responsible for leading the development, improvement and application of WIPO Machine Translation and other Artificial Intelligence/Neural Network based systems in order to deliver insights, products and strategic advantage related to WIPO’s results-based business requirements and objectives.
The incumbent works under the supervision of the Head of the Section.
Duties and responsibilities
The incumbent will perform the following principal duties\:
Design and develop further existing WIPO’s Machine Translation systems developed using statistical and neural machine translation. Using state of the art technology, design machine learning algorithms, define data training sets by performing quantitative and qualitative analysis, alignment and data mining, and identify areas of application for WIPO products and services.
Collaborate with other machine learning professionals, direct and mentor more junior data engineers and software specialists, lead projects from end-to-end, and provide solutions to complex machine learning problems.
Research new technologies in machine learning, evaluate their potential, and advise the head of Section on possible new application ideas for WIPO’s Global Infrastructure Sector. Simulate new research ideas to analyze their value, complexity and performance.
Develop proof of concept prototypes for identified technologies, demonstrating the applicability and pertinence of new Machine Learning algorithms to Intellectual Property (IP) data handling and analysis problems.
Evaluate, plan and oversee the required IT developments (possibly outsourced), testing, deployments for successful proof of concepts and transfer knowledge to implement the targeted technology into IT components usable and maintainable by the Sector.
Acquire, organize, maintain, clean up and enrich IP data resources for machine learning.
Supervise one or several research fellows in developing proof of concepts and Machine Learning components for IP data.
Perform other related tasks as required.
Advanced university degree in Information Technology. A first-level university degree plus two years of relevant experience in addition to the years of expertise mentioned below may be acceptable in lieu of an advanced university degree.
At least nine years of relevant experience in the Information Technology development or research fields. A candidate with less than nine years but more than six years of relevant experience and holding an advanced university degree will be considered and, subject to being assessed as the best candidate, will be appointed at the P3 grade.
Experience in implementing high level profile Machine Learning projects and/or making significant scientific progress in Machine Learning during the last two/three years.
Experience in data driven machine translation, natural language processing, Machine learning or neural networks.
Excellent knowledge of written and spoken English or excellent knowledge of written and spoken French and good knowledge of English.
Excellent knowledge of English.
Knowledge of other UN languages.
Extensive knowledge of machine learning and other data-driven techniques.
Strong software development skills, preferably in Java.
Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multicultural environment with sensitivity and respect for diversity.
Ability to write user guide, administration documentation and reports in English.
Excellent decision-making and problem-solving skills.
Experience with Unix (Linux, bash, tomcat, ant…).
Experience with version control systems (SVN, GIT …).
Good knowledge of text processing techniques (Perl, Python, Unix tools like bash/sort/grep/make/paste/cut etc.).
